Results of the sociological survey

According to ТСН: The company 'Active Group' published the results of a conclusive sociological survey conducted at the press center. According to the experts' data, Ukrainians trust the Armed Forces of Ukraine the most (65.5%), the Security Service of Ukraine (38.5%), and the National Anti-Corruption Bureau (23.6%).

Comparing with the September statistics of 2025, the largest increase in trust is observed in the Armed Forces (+13.2%). There is also a recorded increase in trust towards the Ministry of Internal Affairs (+3.7%), the Bureau of Economic Security, and the NABU (both +3.2%). Compared to September, the trust in the Bureau of Economic Security has almost doubled (7.8% versus 4.6%).

The sociologists associate this increase with the reboot of the BEB initiated by the new director Oleksandr Tsivinsky.

The lowest level of trust among law enforcement and anti-corruption agencies is recorded in the Office of the Attorney General (2.1%), the NABK (3.5%), and the High Anti-Corruption Court (4.1%). The worst results were shown by the NABK (a decrease of 5.8%), the SAP (a decrease of 5.7%), and the VAKS and DBR (a decrease of 2.4% each).

The survey was conducted from December 21 to 23, 2025, using an online questionnaire on the 'SunFlower Sociology' panel. A total of 2000 respondents aged 18 and older were interviewed; the sample is representative by age, gender, and region. The theoretical error at a confidence probability of 0.95 does not exceed 2.2%.

These results indicate a gradual recovery of Ukrainians' trust in state authorities, especially in the military sphere. The increase in trust in the Bureau of Economic Security may also indicate positive changes in the country's anti-corruption policy. It is highly likely that society has lost hope for rapid changes, so the current situation is extremely important for further reforms.
