According to ТСН: Ukrainians facing financial difficulties in paying for utilities can apply for a housing subsidy.

The amount of the subsidy will be determined from the month of application submission. In January, residents registered at the address, tenants with a valid contract, internally displaced persons (IDPs), and individual builders can apply for a subsidy.

Applying for a subsidy in 2026

Available options for applying for a subsidy in 2026:

  • in person – at any service center of the Pension Fund of Ukraine;

  • online – through the portal or mobile application of the Pension Fund;

  • by mail – by sending documents to the territorial division.

Who may be left without payments

Ukrainians whose expenses on utilities exceed 15% of the total family income are entitled to a subsidy. This ratio is calculated individually for each family.

  • One of the main reasons for denying a subsidy is the presence of significant amounts in bank accounts. If household members have more than 100,000 hryvnias or have spent more than 50,000 hryvnias on expensive purchases within a year, assistance is not provided, as such families are considered well-off.

  • Subsidies will also be denied to those who own multiple apartments, houses, or vehicles that are not older than five years. In some cases, exceptions may apply, for example, if the property does not generate income or is registered to non-working relatives.

  • Issues with accumulating debt for utilities may also be grounds for refusal. If the debt exceeds three months, the subsidy will not be granted until the debt is repaid or a payment agreement is made.

  • Persons of working age who do not have official employment and do not pay the single social contribution may also be left without state support. If a person has no verified income and is not registered with the employment service, it is considered that they do not need assistance.
