New housing subsidies for IDPs: who is eligible and how to apply.
According to ТСН: Subsidy is financial assistance from the government for paying utility bills, received by Ukrainians with low income. This assistance can be obtained in person, by mail, or online, using the services of the Pension Fund.
Types of subsidies
The government offers two main types of social assistance: a subsidy for housing rent for internally displaced persons (IDPs) and a housing subsidy that facilitates the payment of utility services for vulnerable groups of the population.
This program partially compensates the expenses for rent for those who cannot return home due to hostilities, destruction, or occupation, as noted by the Ministry of Social Policy, Family, and Unity of Ukraine.
The subsidy is appointed to IDPs who have fled from occupied territories or combat zones (or whose homes have been destroyed) and who do not have their own housing in safe regions.
Applying for a subsidy
To receive a housing subsidy, one must sign an official lease agreement with the landlord (standard contract with all necessary data). Next, you must submit an application for the subsidy.
After that, it is necessary to submit documents to the Pension Fund of Ukraine, which can be done both in person and online.
Calculation of the subsidy
The amount of the subsidy is determined individually and depends on three main factors: family income, the number of family members, and the average cost of housing rent in the region.
Housing subsidies in 2026
The government provides targeted social assistance in the form of a housing subsidy to those who need financial support for paying utility services.
Today, housing subsidies cover expenses for:
installation, maintenance, and replacement of commercial accounting devices
subscriber service for utility consumers in apartment buildings under individual contracts
management of the apartment building
supplies and distribution of natural gas, electricity and thermal energy, hot water, centralized water supply and sewage, and household waste management
purchase of liquefied gas, solid and liquid fuel for stoves. The subsidy for fuel purchase is provided once a year only to those households that do not use central heating.
Subsidy amounts in 2026
The amount of the subsidy will depend on the family's income and the cost of utility services. For example, if winter payments amount to 4–5 thousand hryvnias, and the person’s income is 8–10 thousand hryvnias, they may be eligible for a subsidy.
It was previously reported that citizens who receive subsidies or benefits may be subject to verification of their living conditions.
With government support, many Ukrainians are able to cope with expenses for utility services, which remains important in light of the financial difficulties faced by the population. Subsidies open doors to a better standard of living for many vulnerable categories, helping them adapt to changes in society.
