Lubinets about the TCC: the only enemy of Ukraine is Russia, but there are systemic failures.
Statement of the Ombudsman about the TCC and SP workers
According to ТСН: The Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, emphasized that Ukrainian society should not perceive the employees of territorial centers of recruitment (TCC) and social support (SP) as enemies. He stressed that the only enemy of Ukraine is Russia.
The ombudsman stated this at a briefing.
“Ukrainian society should not see TCC and SP workers as enemies. We have one enemy — the Russian Federation. On the other hand, we have systemic failures in state policy that, unfortunately, led to this,” Lubinets stated.
Lubinets also urged citizens to act exclusively within the law, noting that accountability for violations must be borne by all.
“Ukrainian society should calm down, act strictly within the legislation. All those who violate the law — Ukrainian citizens, TCC and SP employees — must be held accountable for this. Only in this way can we preserve our state,” said the ombudsman.
He assured that "negative phenomena" are being monitored, and it is recorded who reacts and how.
Lubinets also pointed out that abuses in the TCC are reaching threatening scales, including corruption and tragic cases of death. The number of complaints about illegal actions by TCC has increased from 3300 to 5000. The ombudsman personally supervises the tragic case of a young man's death, who suffered two hematomas on the head after receiving a summons. He emphasizes the need to hold those responsible accountable to prevent similar cases in TCC facilities.
The ombudsman’s statement has become an important step in protecting the rights of people working in TCC and SP, especially in wartime conditions. Lubinets emphasizes the need for dialogue and de-escalation between society and these institutions, as well as calls for the establishment of more transparent control mechanisms over TCC activities to avoid tragedies in the future. This situation highlights the critical importance of the conditions for the functioning of the security and support system in the state.
