Filatov named the reason for the garbage crisis in Dnipro: draft evaders and displaced persons.

According to ТСН: The mayor of Dnipro, Boris Filatov, shared his thoughts on the reasons for the garbage crisis in the city. He believes that one of the main causes of the garbage problem is draft evaders hiding from the TCC and ordering food delivery, as well as a large number of displaced persons.

Reasons for the garbage crisis

Filatov confirmed that there are problems with waste collection and highlighted several key factors:

• critical shortage of garbage truck drivers, especially due to mobilization;

• debt of residents for garbage collection amounting to 330 million hryvnias;

• service tariffs do not match actual costs;

• increase in the number of displaced persons.

‘…In Dnipro, like in a large city, resources are not limitless, and imagine that we have an additional 200,000 registered displaced persons, and that’s just the displaced. And we estimate that their number could reach 300,000. People do not pay for garbage collection,’ the mayor noted.

Problems with draft evaders

Filatov also outlined the problem of draft evaders: ‘We really have this problem — a large number of draft evaders who are hiding from the TCC at home and ordering courier delivery of food or other goods. We see firsthand how the amount of garbage is growing geometrically. More and more. This is a perfect storm situation: debt, increasing amount of garbage, and fewer garbage truck drivers. This is a real and systemic problem,’ Filatov emphasized.

In light of these challenges, the Dnipro city authorities need to find effective solutions to improve the waste collection situation. The issue of waste disposal has become extremely relevant amid the existing socio-economic instability and the rising population due to displaced persons. It is important for the city residents to realize their responsibility for proper payment for services, which, in turn, will help resolve this crisis.
