This system helps address gaps in the pension framework for people who may have worked informally or had limited employment.
Eligibility for state support extends to individuals aged 65 or older who do not meet the criteria for a regular pension. Payments are also granted to people with disabilities and children of a deceased provider. Importantly, applicants must not be receiving any other social benefits or pensions. Additionally, the average monthly household income over the previous six months must not exceed the subsistence minimum for persons who have lost their ability to work, which, as of January 1, 2026, will be set at 2,595 hryvnias.
Application Process
To submit an online application for state social assistance, applicants need a qualified electronic signature (QES) and scanned copies of their passport and tax identification code. Each file submitted must be no larger than 1 MB, with a scanning resolution of 300 dpi. The pension application must be filed one month before the applicant's birthday or within three months after it. If documents are submitted late, payments will only begin from the date the application is received.
It is also worth noting that if a pensioner does not withdraw their funds for six consecutive months, the government will suspend further payments. This rule was introduced to optimize the use of budget resources and ensure that social assistance is delivered efficiently.
