Ukraine Expands List of Critical Enterprises Eligible to Reserve Employees from Mobilization.
Broader Criteria for Critical Enterprises Announced
According to TSN.ua: Ukraine’s Cabinet of Ministers has approved an expansion of the list of enterprises deemed critically important, granting them the ability to reserve employees during mobilization. This update, formalized under Resolution No. 76, specifically covers companies involved in transporting military cargo, repairing weapons, and procuring defense-related goods. These changes aim to streamline support for businesses essential to national security.
Under the new rules, enterprises can reserve workers for up to 45 days. However, employees at critically important businesses receive a reservation lasting only six months. Starting February 1, 2026, standard processing time for reservation requests submitted via the 'Diia' platform will be capped at 72 hours, designed to simplify and accelerate the application process.
Additionally, officials in state authorities and local self-government bodies are exempt from mobilization for the entire mobilization period. This measure ensures the stable operation of government structures under challenging conditions.
Company Categories and Application Procedure
Companies eligible for this reservation right fall into several categories, including:
- Firms transporting military cargo;
- Companies repairing, maintaining, and operating weapons and equipment;
- Businesses procuring defense-purpose goods.
This diversity underscores the critical role these enterprises play in the country’s defense capabilities.
Applications for employee reservations can be submitted either electronically or on paper. However, grounds for rejection exist, though specific refusal criteria have not been published.
These new government initiatives are designed to support critically important enterprises during mobilization, potentially boosting national defense effectiveness and economic stability. By broadening the list of critical businesses, the government aims to ensure the continued operation of key sectors vital to Ukraine’s security and resilience during conflict.
