According to TSN.ua: In Ukraine, the Military Medical Commission (MMC) represents a mandatory step in the mobilization process for men who are liable for military service. However, certain groups are not required to undergo this evaluation, including men with disabilities, individuals under the age of 25, and those holding a valid deferment. This exemption helps relieve specific categories of citizens from the MMC process during mobilization efforts.

Legislative Changes

Under new regulations introduced on March 21, 2024, via Ukrainian Law No. 3621-IX, the designation 'limited fit for military service' has been eliminated. Going forward, during wartime, MMC assessments must be completed once per year, whereas in peacetime, this procedure occurs only once every five years. It is also important to note that a certificate confirming fitness for military service remains valid for just one year during mobilization.

Moreover, refusing to undergo the MMC on legal grounds is essentially not an option. This underscores the mandatory nature of all mobilization-related procedures and the need for compliance by everyone involved. As outlined in paragraph 4, clause 69 of the Procedure for Drafting Citizens for Military Service During Mobilization, adherence to these requirements is compulsory.

The changes to Ukraine's MMC procedures reflect an adaptation of the law to wartime conditions, aimed at maintaining the necessary level of mobilization readiness. By eliminating the 'limited fit' status and requiring more frequent fitness checks, the state is seeking to manage its human resources more effectively amid an ongoing military conflict. These adjustments may also increase the pool of individuals subject to conscription, as the new rules could bring more people into the mobilization system.
