Electricity Consumer Obligations in Ukraine

According to TSN.ua: Ukrainian households are required to submit monthly meter readings and pay their electricity bills on time to avoid having their power supply cut off. It is crucial to note that the current moratorium on disconnections is only in effect in areas with active combat or those under temporary Russian occupation.

Under new regulations, an unpaid debt of 3,000 hryvnias can lead to a power disconnection if the consumer fails to settle it for over two months. This underscores the importance of timely payments and meter reporting to prevent supply issues.

Electricity Tariffs and New Legislative Initiatives

From March to April 2026, the standard electricity rate for the population will be 4.32 hryvnias per kilowatt-hour. Households legally using electricity for heating will benefit from a preferential rate of 2.64 hryvnias per kWh for consumption up to 2,000 kWh. These preferential tariffs are set to remain in place until April 30, 2026.

To improve the electricity supply situation, the Ukrainian parliament has supported draft law No. 13155, which aims to regulate issues related to disconnections and payments. Consumers must adhere to the new requirements to prevent power cuts and ensure a stable supply.

The disconnection procedure involves several stages:

• The consumer receives a warning about a potential disconnection;
• Options for resolving the debt issue are provided;
• There is a possibility to appeal decisions made by electricity suppliers.

Consumers should be aware of these procedures and fulfill their obligations to avoid negative consequences.

These changes come as Ukraine's energy system remains under severe strain due to the ongoing war. The new rules emphasize the critical need for timely electricity payments and provide clear guidance on consumer rights and duties to help avoid disconnections.
