According to ТСН: The Verkhovna Rada has approved the State Budget for 2026, which provides for an increase in the minimum subsistence level for various groups of the population. This decision will affect pensions, social benefits, tax benefits, fines, and the minimum wage, the Ministry of Social Policy reports.

Main areas of social expenditures for 2026

Pensions — 251.3 billion UAH.

Support for citizens in difficult life circumstances — 102.7 billion UAH, of which:

  • 9.2 billion UAH — basic social assistance;

  • 48.4 billion UAH — support for internally displaced persons;

Support for families with children — 52.7 billion UAH, including 24.5 billion UAH for new programs:

  • 50,000 UAH — one-time payment at the birth of a child;

  • 7,000 UAH monthly — child care for up to 1 year;

  • 7,000 UAH monthly — the “eNursery” program for children aged 1-3 years;

  • 5,000 UAH — one-time payment for first graders “Schoolboy Package”;

Social protection of persons with disabilities — 9.9 billion UAH.

Subsidies and benefits — 42.3 billion UAH.

Development of the social services system — 2.4 billion UAH.

Other social payments — 2.1 billion UAH.

The key priority of the budget for the next year remains the defense sector, which receives more than half of all expenditures. The social sphere, education, and healthcare received adequate but economical funding, while capital investments remain strictly limited.

This budget reflects the state's commitment to support the most vulnerable segments of the population even in difficult times. The increase in social benefits and support for families with children can significantly improve the dignity of living for citizens, however substantial investments in defense indicate the continued challenges facing the country in the international arena.
