According to ТСН: In Ukraine, general mobilization continues, during which conscripted citizens can be declared wanted. This status indicates that the territorial recruitment center (TRC) is unable to ascertain a person's location for clarifying information, undergoing a medical examination, or fulfilling military obligations.

Lawyers from the law firm 'Bachinsky and Partners' explained that having such a status allows National Police employees to check documents and pass information to the TRC for further action. At the same time, it should be noted that being declared wanted does not restrict freedom but merely serves as a basis for more detailed data verification.

Grounds for Being Wanted

Declaring a citizen wanted may have legal grounds. Typically, such a measure is applied in cases where:

  • the person did not appear at the TRC by the appointed deadline without a valid reason;
  • the TRC and the police cannot establish the whereabouts of the conscript;
  • the person avoids undergoing a military medical commission (MMC), clarifying accounting data, or being registered.

How to Cancel the Wanted Status

The status of 'wanted' can be canceled after the reasons that led to this have been eliminated. To do this, it is necessary to confirm one's identity, provide the necessary documents, and go through the appropriate procedures.

One option is to use the application “Reserve +”, which allows submitting a request for a review of the administrative case. Once the statement is formed, the system grants access to the materials reviewed by the authorized person at the TRC within the established timeframe.

After a decision is made regarding the imposition of an administrative penalty, there is an opportunity to pay the fine. After the payment is made, the information is automatically transferred to the registers and the National Police, and updating the status usually takes 3-5 working days.

Citizens can also personally contact the TRC to submit documents related to military registration and compile a protocol on administrative offenses. After the ruling is made, they will be informed of the details for paying the fine. The TRC records payment information and transmits data to the National Police, the terms for updating remain the same — 3-5 working days.

Lawyers note that canceling the search does not mean automatic mobilization, as this status does not determine assignment to serve and does not affect the possibility of deferment.

After the wanted status is lifted, the TRC conducts standard military registration procedures, including clarifying personal data and verifying documents regarding possible grounds for deferment, as well as sending to the MMC. A decision on mobilization is made only after conclusions about suitability and the absence of grounds for exemption or deferment.

The spokesman for the Poltava Regional TRC and SSP, Roman Istomin, explained that a person may be removed from the wanted list if they have paid the fine through 'Reserve+'. If a citizen independently visited the TRC, received the ruling, and paid the fine, or paid it remotely, they are automatically removed from the wanted list.

Declaring a person wanted is an important step during military mobilization, intended to regulate accounting processes. Citizens who find themselves in this situation have opportunities to resolve their status, which can help avoid misunderstandings with military structures. The process of canceling the wanted status is clearly regulated and involves actions that allow an individual to restore their status within the framework of the law.
