Winter Support of 1000 Hryvnias: How Aid Will Affect Subsidies.

According to ТСН: One-time financial aid under the "Winter Support" program will not affect the assignment of housing subsidies, as it is not included in the total household income.

According to the Pension Fund, housing subsidies are calculated considering the average monthly total income. This income includes wages, pensions, scholarships (except for social ones received by orphans and other categories), social payments, unemployment aid, insurance payments, monetary transfers from abroad, as well as income from rent and sale of property.

About the "Winter Support" Program

According to the Cabinet of Ministers' resolution No. 1433 "Some Issues of Supporting Certain Categories of Persons for the Winter Period of 2025/26", the received one-time cash aid is not included in the calculation of total income for receiving various types of social assistance, including housing subsidies.

Let us remind you that the "Winter Support" program started in Ukraine. From November 15, the submission of applications for a one-time payment of 1000 Hryvnias began. Aid can be applied for oneself or for a child.

This money can be used to pay for communal services, purchase medicines, domestic food products (excluding excise goods), books, as well as for charitable contributions and postal services.

Applications can be submitted until December 24, 2025. The money will be credited to the "National Cashback" card, and it must be spent by June 30, 2026.

The government predicts that the "Winter Support" program will be used by 10 to 14 million Ukrainians in the winter of 2025-2026.

The "Winter Support" program aims to support the most vulnerable categories of the population during a difficult winter period. Given the situation with rising prices for communal services and food, this assistance will be an important support for many families in Ukraine.
