According to TSN.ua: The annual declaration campaign for the 2025 reporting year will close on April 1. Under updated regulations, specific groups of military personnel are now required to submit declarations detailing their income and expenditures.

Who Must File a Declaration?

Which service members are obligated to submit a declaration? The list includes:

  • Personnel serving in the headquarters of Ukraine's Ministry of Defense;
  • Members of military medical commissions (MMCs) and flight medical commissions;
  • Service members assigned to territorial recruitment centers (TRCs), except for enlisted personnel in security units;
  • Individuals involved in procurement of defense-related goods, works, and services.

However, some categories of military personnel are exempt from this requirement. These include:

  • Military officials serving under contract;
  • Mobilized personnel, reservists, and conscripted officers;
  • Workers in social services, healthcare, education, science, culture, and sports (excluding their directors).

How to Submit a Declaration

What do those required to file need to know? Declarations must be submitted through the website of the National Agency on Corruption Prevention (NACP). Filers must possess a qualified electronic signature (QES) to enable electronic document submission.

Therefore, military personnel covered by these rules must ensure their declarations are filed on time by April 1, 2025, to avoid potential legal repercussions.
