Despite Hungary’s Veto, EU Approves €90 Billion Loan for Ukraine from 2026 to 2028.
European Union Loan Package for Ukraine
According to TSN.ua: European Commission President Ursula von der Leyen announced on March 20 that the European Union will provide Ukraine with a €90 billion loan between 2026 and 2028, moving forward despite opposition from Hungary. The decision to grant this financial aid was originally made by the European Council in December 2025.
Hungary, along with Slovakia and the Czech Republic, declared it would not participate in the loan. Hungarian Prime Minister Viktor Orbán continues to block the funding for Ukraine, a move that has sparked concern across the EU.
'The loan remains blocked because one leader is not keeping his word. But let me repeat what I already said in Kyiv. We will get this done one way or another.' Ursula von der Leyen
EU leadership stressed that a key condition had been met: the three countries opting out of the loan arrangement. 'That condition has been fulfilled. So let us be clear about our position,' von der Leyen added.
The standoff over Ukraine’s loan has caused frustration among EU member states and has become a recurring topic at international forums.
Political Divisions and Their Impact
The obstruction by Hungary, alongside support from countries like Slovakia, highlights deepening political rifts within the European Union. For its part, Ukraine is counting on the funds to support economic development and stability amid ongoing challenges.
This situation serves as a critical test of EU unity in the face of geopolitical pressures. The debate over the blocked loan shows how internal political disagreements can shape foreign policy and financial assistance to member nations. How this issue unfolds could have major implications for Ukraine’s economic stability as well as for diplomatic relations among EU states.
