EU Approves 20th Sanctions Package and Moves Forward with Special Tribunal: What It Means for Ukraine.
EU Foreign Ministers Convene in Kyiv
According to TSN.ua: A gathering of foreign ministers from all 27 European Union member states took place in Kyiv. The main agenda focused on bolstering support for Ukraine, adopting a new 20th round of sanctions against Russia, and establishing a special tribunal to investigate crimes of aggression.
A central topic of discussion was tightening restrictions on Russian oil exports, given that 45% of Russia's oil is shipped through the Baltic Sea. Estonian Foreign Minister Kaja Kallas remarked:
“Some member states are hesitant because prices are rising due to oil shortages. But we are talking about targeting the 'shadow fleet.'” - Kaja Kallas
This highlights the challenging nature of the situation and the need for carefully considered decisions. Regarding the special tribunal, Germany, the United Kingdom, and Moldova have already signed on to the agreement. So far, 14 countries are backing the initiative. Andrii Sybiha stressed the need to broaden that support:
“We thank our German, British, and Moldovan friends. We already have 14 states, but we expect a much larger number. 16 countries is just the legal minimum to launch the procedures.” - Andrii Sybiha
Additionally, the European Union will provide €80 million from the proceeds of frozen Russian assets to support Ukraine. These funds will serve as a crucial contribution to the country's recovery and development amid the war. However, questions surrounding cooperation with Russia remain contentious. Sybiha also commented on the situation, stating: “This is obsequious reporting to Russian patrons. It is disgusting, it is shameful. This should be the subject of an investigation.”

The meeting of EU foreign ministers in Kyiv marked a significant step toward reinforcing support for Ukraine, implementing new sanctions against Russia, and reaffirming member states' commitments to prosecuting crimes of aggression.
