According to Novyny.live: Volodymyr Tsybulko clarified that the schedules for power outages are created by the national operator, NEC 'Ukrenergo', based on directives. The local distribution company, JSC 'Kharkivoblenergo', is then responsible for implementing these cuts on the ground. He stressed that the municipal authorities have no direct control over these decisions. The Kharkiv region is currently required to reduce its electricity consumption by 30%.
