Decentralizing Kyiv's Heating Supply Network

According to TSN.ua: Serhiy Makogon, former head of Ukraine's Gas Transmission System Operator, has advocated for decentralizing Kyiv's district heating system. He specifically highlighted the vulnerable infrastructure on the city's Left Bank, which has proven susceptible to attacks. Makogon proposed installing modular boiler houses as an alternative to large, centralized combined heat and power plants (CHPPs). According to him, Kyiv's own experience demonstrates that decentralization is the correct path forward for solving these critical issues.

The Proven Benefits of Decentralization

The effectiveness of this approach is already visible on Kyiv's Right Bank. To provide heat for 1,000 apartment buildings, approximately 50 modular boiler units are required. The estimated cost for such an installation project is no more than $100 million. Makogon stressed the urgent need to move from discussion to decisive action in decentralizing both heating and electricity generation. This strategic shift is seen as vital for Ukraine's energy resilience in the face of ongoing threats.

Furthermore, stabilizing the heating supply could be achieved much faster than restoring the full electrical grid, which is a far more lengthy process. Rebuilding Kyiv's power system is expected to take at least three years. The current crisis was triggered by massive missile strikes on the capital's CHPPs at the beginning of the year, exposing the risks of centralized infrastructure.

It is important to note the different types of energy generation units available. Cogeneration plants can produce both heat and electricity simultaneously, while modular boiler houses are designed solely for heat production. Therefore, decentralizing the heat supply represents a crucial step toward ensuring the stability of Kyiv's overall energy infrastructure.

As Makogon notes, decentralizing Kyiv's heating supply could be a decisive factor in enhancing the capital's energy security.
