According to TSN.ua: During a meeting of Ukraine's National Security and Defense Council (NSDC), President Volodymyr Zelenskyy disclosed that the capital city of Kyiv has not yet prepared a resilience plan for the upcoming winter. This is despite the fact that such plans have already been approved for all other regions of the country. The President stressed the critical importance of timely preparation for winter conditions in the capital, highlighting a significant gap in readiness.
Volodymyr Zelenskyy stated: 'As of today, Kyiv was not ready—just as it was not ready for this winter. We must prepare in time for the next one and complete every task.'
This admission points to serious concerns regarding the capital's energy security in the face of potential challenges. The situation underscores the heightened vulnerability of critical infrastructure during wartime winters.
Government Tasks and Winter Preparations
The Ukrainian government, the Ministry of Defense, and the Air Force have been tasked with assisting the regions in their winter preparations.
