According to TSN.ua: Ukraine’s National Police have executed 70 search warrants at medical facilities nationwide as part of an investigation into fraudulent schemes that siphoned over 100 million hryvnias (approximately $3.6 million) from the state budget. The operation zeroed in on Svalyava Hospital, where nearly 1,000 instances of billed mechanical ventilation were recorded—despite the facility lacking the necessary equipment. This case highlights a broader crackdown on healthcare corruption, a persistent issue in Ukraine’s public sector.

The raids targeted multiple medical institutions, including:

  • Lviv Regional Cardiology Center
  • Sambir Hospital-Hospice
  • Pidvolochysk Central Hospital
  • Kremenets Base Hospital

These actions stem from uncovered abuses, which Inna Ivanenko described as

“the first instance of such a large-scale series of raids resulting from systemic violations.”

Among the methods used to divert funds was a scheme called ‘Vulyk’ (Hive), which involved fabricating phantom patients. This led to the improper use of budget resources. According to Oleksandr Fizer, the fraud occurred due to

“template errors.”
One doctor noted that
“the money didn’t go into my pocket, but to the hospital’s account.”

Systemic Flaws in Healthcare

The findings from the investigation reveal deep-seated problems within Ukraine’s healthcare system. Svalyava Hospital has become a symbol of these abuses, as the documented cases of billed ventilation without the required equipment have sparked public outrage.
