Budanov has headed the President's Office: how Ukraine's policy and security will change

According to ТСН: Kyrylo Budanov is becoming a figure who is increasingly perceived not only as a military leader but also as a potential politician of the new generation. This is mentioned in a piece by Politico.

Difficult conditions for Budanov

“Budanov takes office at an extraordinarily difficult moment. Ukraine is under increased pressure on the front, facing personnel shortages, massive attacks on energy infrastructure and ports, as well as a hardline stance from Russia regarding any peace agreements. An additional challenge remains the tense dialogue with the USA, where President Donald Trump is increasingly insisting on compromises that are unacceptable for Kyiv,” journalists note.

Hopes for change

Experts and politicians believe that Budanov's appointment will reduce the excessive concentration of power in the President's Office and improve communication between the presidential administration, the parliament, and society. At the same time, there are opinions that this appointment may also have a long-term political subtext.

Budanov's appointment

Kyrylo Budanov accepted the offer from President of Ukraine Volodymyr Zelensky to head the Office of the President.

“I continue to serve Ukraine. I consider the position of head of the President's Office as another frontier of responsibility to the country. For me, it is an honor and responsibility - during a historic time for Ukraine to focus on the critically important issues of our state's strategic security,” he reported.

Previous Head of the Office

The previous head of the President's Office of Ukraine was Andriy Yermak, who held this position from February 11, 2020, to November 28, 2025.

On November 28, 2025, the NABU and SAP conducted searches at the head of the President's Office Andriy Yermak following the release of investigation data regarding the “Midas” operation - a large-scale investigation into corruption schemes in Ukraine's energy sector.

On the same day, President Zelensky announced that the head of the President's Office had resigned.

Kyrylo Budanov's appointment as head of the President's Office is an important step against the backdrop of the current challenges facing the country. It is expected that his military experience and new vision will help address critical issues at the level of state policy and interaction with international partners. Whether he will be able to cope with the tasks assigned to him and what results this will bring will be shown only by time.
