Russian Federation's Population Resettlement Plan

According to TSN.ua: Moscow has drawn up a large-scale initiative to move civilians into areas of Ukraine it currently occupies. According to available data, nearly 114,000 individuals are slated to arrive by the year 2045. The occupying authorities have created 15 master development plans covering parts of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. The population in these areas is projected to increase by more than 67,000 people.

Separate construction projects are expected to attract an additional 47,000 individuals. Key objectives of the Kremlin's leadership include:

  • building over 13 million square meters of housing;
  • constructing more than 140 kindergartens;
  • establishing dozens of schools and medical facilities;
  • building and renovating over 3,000 kilometers of roads.

These measures are intended to upgrade infrastructure in the region. To carry out these projects, the plan envisions employing more than 225,000 people.

Tourism Sector Growth Prospects

The plan also indicates that by 2044, the annual flow of tourists to the occupied territories could reach 9.4 million. Proposed initiatives include the creation of industrial and agro-industrial parks, designed to boost the local economy.

Ukrainian President Volodymyr Zelenskyy has stated he will not seek compromises to end the war at the cost of the country’s territories, emphasizing that he 'will not look for compromises acceptable to everyone.'

He also noted that 'any pause without security guarantees would only allow Moscow to build up its forces.' These statements reflect Ukraine’s firm stance on defending its territories and sovereignty.

Russia’s plan to relocate people and develop infrastructure in occupied areas can be seen as an attempt to solidify its grip on these regions. However, according to the Ukrainian president, such actions will not lead to concessions from Kyiv, which continues to defend its territorial integrity. This underscores the ongoing tension between Ukraine and Russia and casts doubt on the possibility of a peaceful resolution in the near future.
