Consequences of Russia's Shift in Tactics
According to TSN.ua: Russia has altered its military approach, now concentrating strikes to sever Kyiv from the national power grid. This has resulted in severe disruptions to heating and electricity in the capital, where temperatures have plunged to -11 °C. Following mass drone and missile assaults, hundreds of residential buildings were left without heat, creating the most dire power supply situation since the war's outset.
As of January 15, 2023, approximately 300 high-rise buildings in Kyiv remained without heating. This occurred despite President Volodymyr Zelenskyy's criticism of Kyiv's local authorities on January 14 for their inadequate preparation for the energy crisis. Russia's intensified attacks on heating and power systems are occurring during the winter, with strikes repeating roughly every two weeks. Close to 500 multi-apartment buildings lost heating, sparking serious concern among residents. This campaign against civilian infrastructure is widely seen as a tactic to break Ukrainian morale during the coldest months.
