Medical Professionals Detained in Vinnytsia Region

According to TSN.ua: Law enforcement officers in the Vinnytsia region have detained doctors accused of selling fraudulent medical diagnoses. During searches, authorities confiscated large sums of money, including $200,000 and 350,000 hryvnias. The doctors allegedly profited by offering fake medical certificates to individuals seeking to avoid military service. The seized cash is roughly equivalent to the annual budget of a local hospital. This case highlights a disturbing corruption scheme within Ukraine's healthcare system, which has been under strain.

Among those detained are Tetiana Bondarchuk, a neurologist with over 20 years of experience, and her son, Andrii Bondarchuk, a traumatologist at the Lityn Central District Hospital. Tetiana Bondarchuk is accused of calling a patient to offer a fake diagnosis for $3,000. The medical professionals also reportedly demanded $5,000 for a fraudulent second-degree disability certificate. Both detained individuals are themselves persons with disabilities.

Broader Issues in Medical Institutions

A court has ordered them to be held in custody or released on bail of 266,000 hryvnias. In a related development, another group of medical workers was detained in the Vinnytsia region, with one million hryvnias and $200,000 seized from them. This second case underscores the serious and systemic nature of the trade in fake diagnoses.

“This is shock therapy. The hospital needed a traumatologist, and he came as an already mature specialist,” said Vasyl Zhovnir, director of the Lityn Central District Hospital.

The situation has raised public alarm and cast doubt on the effectiveness of reforms within the Medical and Social Expert Commission (MSEC) system. These arrests expose deep-seated vulnerabilities in the oversight of medical institutions and highlight the urgent need for anti-corruption measures in the healthcare sector to restore public trust.
