Pensioners lose the right to free travel: which transport it applies to.
According to ТСН: Ukrainians who have retired are entitled to various transport benefits, including free travel. However, this right depends on the type of transport and local regulations. According to the Cabinet of Ministers' resolution No.354, for certain trips, the full ticket price will need to be paid.
Where pensioners can travel for free
At the state level, pensioners can take advantage of free travel with a pension certificate for the following types of transport:
Public ground transport — city trolleybuses, trams, and buses that belong to local communities.
Suburban railway connections. Pensioners have the right to use suburban trains for free.
Features of travel by minibuses
The situation with private carriers (minibuses) is somewhat more complicated. Since this is not state transport, the decision on benefits is made by local self-government bodies. Usually, the minibus should have information inside about whether it serves privileged categories. If there is no such information, it is advisable to contact the website of your city or village council.
When pensioners will have to pay for travel
Benefits for pensioners do not apply in the following cases:
Metro. Travel in the metro is generally paid, but in some cities (e.g., Kyiv), free travel is possible for holders of special citizen cards.
Intercity trips. Free travel does not apply to intercity buses and long-distance trains.
Private taxi services. Since these are commercial services, benefits do not apply here.
To take advantage of the right to free travel, one must always carry the original pension certificate. In most cities, starting from 2026, benefits will only be available after validating the electronic ticket, so it is recommended to arrange a transport card in your locality in advance.
Therefore, knowledge of one’s rights and opportunities for privileged travel is important for pensioners. This allows them to save on transport costs and maintain mobility. In each region, the rules may vary, so it is worth following local news and regulations not to lose the opportunity to take advantage of the provided benefits.
