According to ТСН: Andriy Zakrevskyi, Deputy Director of the Association of Energy and Natural Resources of Ukraine, noted that a complete communal catastrophe, like the one that occurred in Alchevsk in the winter of 2006, is only possible locally in certain buildings, not throughout the entire city.

He recalled that 20 years ago in Alchevsk, due to severe frost, the heating system froze, the water in the pipes turned to ice, and the pipes themselves ruptured.

Possibility of repeating the catastrophe

According to Zakrevskyi, a repetition of the situation in Kyiv is possible for a maximum of 10% of the housing stock, but even this raises significant doubts.

“I am generally confident that the [“Alchevsk scenario”] will not happen... Some specific buildings — that may be,”
he added.

He also emphasized that a similar catastrophe in 2006 in Alchevsk would not have happened if proper norms had been followed and water had been drained from the heating system when the wall temperatures in the buildings dropped to +5°C.

Previously, Kyiv City Council Deputy Andriy Vitrenko explained that draining water from heating systems in Kyiv does not mean a prolonged interruption of heat supply in buildings. This is a normal technical procedure for carrying out emergency repair work during frosts.

In conditions of a cold winter, it is important to ensure the reliability of heating, and such preventive measures can help avoid serious problems. Authorities urge residents to be prepared for possible changes in heat supply, but assure that all necessary measures are being taken to stabilize communal services. For their part, residents of Kyiv need not worry about system-wide heating outages, as the situation is under the control of specialists.
