According to TSN.ua: Following a massive missile and drone attack on January 20, emergency power consumption restrictions were enacted. This has resulted in a complete blackout for 87% of consumers in the Chernihiv region after all three stages of the special emergency shutdown schedule were activated. These attacks are part of a wider campaign targeting Ukraine's civilian energy infrastructure.
The special emergency shutdown schedule (SESS) is implemented by order of the NPC 'Ukrenergo'. It is critical to note that any directive from NPC 'Ukrenergo' must be executed within three minutes.

This crisis in Chernihiv coincides with other severe energy problems across Ukraine, including in Kyiv where 4,000 buildings lost heating. For the residents of Chernihiv, restoring a stable power supply remains a critical and urgent priority.
