8 social programs launched in Ukraine: who will receive money in 2026.
According to ТСН: In Ukraine, in 2026, despite the war, eight social programs have started, been renewed or continued.
The TСН.ua website has prepared a list detailing who can receive benefits from the state, as well as what these funds can be spent on. Expert of the Economic Discussion Club Oleg Pendzin analyzed the advantages and disadvantages of each new or updated payment.
Increasing Birth Rate: 50,000 UAH for Newborns
Starting from January 1, upon the birth of the first and each subsequent child, parents receive a one-time payment of 50,000 UAH. Previously, this amount was 41,280 UAH and was paid in parts: 10,320 UAH immediately and monthly installments of 860 UAH for 36 months.
Documents for the payment can be submitted via the Diia application or by contacting the service center of the Pension Fund of Ukraine (PFU), the Center for Administrative Services (CNAП), or by sending an application by mail to the social protection authority.
Online document package (Diia):
- medical birth certificate number;
- qualified electronic signature (QES) of one of the parents;
- bank account details in IBAN format.
Offline (PFU etc.):
- application from one of the parents;
- passport or another document proving identity;
- identification code;
- child's birth certificate;
- bank account details in IBAN format;
- registration certificate of residence, if you have an ID card passport.
Oleg Pendzin (O. P.): “let me clarify: both this payment and all others are financed from foreign funds. If there is no money, it is unclear how the state will fulfill its promises. There are questions about controlling the targeted use of such a large sum as a one-time incoming payment of 50,000 UAH.”
Payments for Children: This Is Not All!
- After receiving a one-time payment of 50,000 UAH, the family will have 7,000 UAH per month per child until they reach 1 year old.
- The program 'e-Infant School' for families with children aged 1 to 3 has launched, increasing monthly payments from 860 UAH to 8,000 UAH (for children with disabilities – 12,000 UAH) for parents returning to work.
- An application for participation can be submitted through Diia or through PFU service centers.
- Oleg Pendzin: Regarding the e-Infant program: I find the payment of 8,000 UAH insufficient.
The 'Baby Package' Has Become Bigger
In 2026, the cost of the 'Baby Package' amounts to 8,451 UAH (+762 UAH or 10%). The number of items in the package has increased, adding more warm clothing and blankets.
The application for the package can be submitted from the 36th week of pregnancy or within 30 days after birth. The package will be issued at the maternity hospital.
Required Documents:
- application;
- passport and identification code;
- child's birth certificate;
- certificate from the maternity hospital stating that you have not received natural assistance.
Oleg Pendzin: “This program has been operating for a long time and has proven its effectiveness. It is evident that increasing the assortment and the amount of compensation is only beneficial. I see no downsides.”
'School Pack': What Will It Cover
The 'School Pack' program for large families and low-income families has been extended in 2026. Parents of all first-grade students can receive 5,000 UAH for purchasing educational supplies.
When enrolling a first-grader in school, an application must be submitted, which will be accepted from summer. The money can only be spent on goods with a special code.
Oleg Pendzin: “The amount of 5,000 UAH is small, so it is clear that it will not be enough for everything needed for a new student.”
'Screening 40+': Everyone for Health Check
Starting from January 1, all individuals aged 40 and above can receive 2,000 UAH for a medical examination. Invitations are sent to 'Diia' automatically.
Oleg Pendzin: “The amount of 2,000 UAH is minimal and is rather aimed at encouraging 40-50-year-olds to pay attention to their health.”
'Winter Support' and Others
The 'Winter Support' program is ending, and new applications are not being accepted. Currently, payments of 1,000 UAH are being made to those who submitted applications after December 16, 2025.
The '3,000 Kilometers Across Ukraine' program allows for free travel for 3,000 km on domestic routes of 'Ukrzaliznytsia'. The 'National Cashback' program continues, but there may be delays in payments.
These social programs are aimed at supporting Ukrainian families during difficult times. They are targeted at both new families and established parents returning to work. The importance of such programs is hard to overestimate, as they contribute to increasing the birth rate and provide assistance to those who need it the most.
