From 2026, benefits for housing services will only be available for low-income families: who will lose assistance.
According to ТСН: Starting from January 1, 2026, only families with a monthly income per person of no more than UAH 4,660 will be eligible for benefits for paying utility services.
This was reported by the Pension Fund of Ukraine.
At the same time, without taking income into account, participants in combat actions, individuals with disabilities due to war, and family members of deceased defenders of Ukraine will be able to continue receiving assistance.
How benefits for housing services are calculated this year
The benefit is provided on the condition that the average monthly total income of the family per person does not exceed the level that grants entitlement to the tax social benefit.
According to new rules, the income threshold for receiving benefits in 2026 will be UAH 4,660. This amount is calculated using the formula: the minimum subsistence level for a working-age person (UAH 3,328) multiplied by 1.4, rounded to the nearest UAH 10.
Thus, only those families that do not exceed the specified income limit will be able to receive benefits for paying utility services. Other families with higher incomes can apply for a housing subsidy.
Who receives benefits without restrictions
Assistance without taking income into account remains for:
participants in combat actions,
persons with disabilities due to the war,
family members of deceased defenders.
Additional changes in the field of utility services
The government has extended the electricity tariff for all residents of the country, establishing a single fixed price regardless of the consumption volume.
It should be noted that pensions in Ukraine will increase this year. Pensions will rise due to the increase in the minimum subsistence level and minimum wage.
The new rules regarding benefits for utility services may significantly impact the financial situation in many families. On one hand, this will help ensure timely assistance to those who need it most, but on the other hand, families with higher incomes may feel an additional financial burden if they cannot receive benefits. Therefore, it is important to stay informed about potential changes and be prepared for them.
