The situation was exacerbated as the building's elevators stopped working, leaving residents stranded without access to their apartments. The rupture occurred on January 13, but residents received no response from municipal utility services for an entire week. Despite repeated reports of the problem, their calls were ignored. The water leak was only stopped the night before this report was published.

Resident and Utility Service Reactions

Car owners affected by the flooding expressed their frustration. One stated:

"I honestly don't know [what to do]. We weren't prepared for this."
Another resident of the building, lawyer Roman Perederiy, emphasized that
"none of this would have happened if someone had just picked up the phone and shut off the water!"

When contacted for comment, responsible organizations like Kyivteploenergo and Kyivvodokanal each denied responsibility. Kyivteploenergo stated: "We have no ruptures," while Kyivvodokanal responded: "The water isn't ours." Furthermore, representatives from the Kyiv City State Administration and its hotlines provided no substantive response throughout the week.

This incident highlights the inadequate response of municipal services to emergencies and raises serious questions about their ability to handle critical problems affecting residents' lives.
