Lawyers have clarified in which cases temporary certificates are issued and how they differ from military tickets.

Specialists note that the temporary certificate of a conscript confirms the registration of the person in military records during the period of issuing or replacing a military ticket. This document is issued when the military ticket is not yet ready or is being processed at the TCC.

The temporary certificate allows for the legal confirmation of the conscript's status until the permanent military ticket is received.

How the military ticket differs from the temporary certificate

The main document is the military ticket, which contains all information about service, accounting, military specialty, and service history.

The temporary certificate only confirms the fact of being on record and has a limited validity period. After calling up or changing data, it is replaced with a military ticket.

Previously, temporary certificates were obtained by newly registered conscripts, citizens who changed their place of residence, as well as reserved individuals. However, starting in 2025, according to new military registration rules, temporary certificates will no longer be issued – they have been replaced by military registration documents (MRD).

Lawyers emphasize that in case of outdated information in the certificate or absence of the VIN code, one should contact the TCC. Expired or incorrect data can lead to problems during mobilization activities or confirming the status of a conscript.

It is also worth noting that from November 1, 2025, updated rules for issuing and extending deferrals from mobilization came into effect. After the changes, the procedure became simpler: most citizens entitled to a deferral receive it automatically without personal contact with the TCC or submitting documents manually.

Now it is important for conscripts to receive timely information about their documents. Changes in legislation can affect the mobilization processes, so everyone must be attentive to the details of their military registration. At the same time, the new simplifications in the procedure for deferrals from mobilization are aimed at making life easier for citizens in the context of martial law.
