According to TSN.ua: In September 2023, three police officers from a district department in Vinnytsia detained a man suspected of a minor theft involving a bag containing documents and bank cards. During the interrogation, the officers subjected the suspect to torture. The State Bureau of Investigation later exposed the three law enforcement officials for their actions, which involved repeatedly beating the detainee with fists and a rubber baton.

The brutal assault resulted in multiple internal injuries to the victim, necessitating the surgical removal of his spleen. During this operation, the man suffered cardiac arrest. Medical personnel managed to restore his heartbeat after ten minutes of resuscitation, a critical moment in his treatment following this clinical death.
