Mobilization Exemptions for Women

According to TSN.ua: In Ukraine, women on maternity leave to care for a child under three are granted a deferral from military mobilization. This exemption does not apply to men who have taken the same type of parental leave, as they cannot receive a deferral on this basis alone. This legal distinction creates a clear gender disparity in how mobilization policies are applied. This issue has gained prominence as Ukraine continues its large-scale defense against the ongoing Russian invasion.

Financial Support for Parents

Separately, parents receive a one-time childbirth allowance of 41,280 Ukrainian hryvnias (UAH). An initial payment of 10,320 UAH is made upfront, with the remaining sum distributed in equal installments over 36 months. The standard parental leave concludes on the child's third birthday, but its duration can be extended to six years if supported by a medical certificate.

Consequently, the combination of mobilization deferrals for mothers and state financial benefits for childbirth has sparked a public debate about equality in military obligations and social protections for parents.

This situation underscores the critical importance of equality in military service obligations, especially during wartime, when mobilization is a constant and pressing concern.

The legislative imbalance risks fueling public discontent and demands for policy changes regarding parental rights, which could ultimately shape the future of Ukraine's social policy.
