In Kirovohrad region, brutal torture of a child with disabilities in a children's home was uncovered.
According to ТСН: Facts of cruel treatment of a child in a family-type children's home in Kirovohrad region have been discovered.
Suspicion for the caregiver
A woman who acted as a caregiver and was responsible for the child's well-being has been suspected of illegal deprivation of liberty of a minor, inflicting physical suffering, under Part 2 of Article 146 of the Criminal Code of Ukraine.
Restriction of the child's freedom
According to the investigation, the suspect consciously restricted the child's freedom of movement for several months. The victim is a girl with a disability of the first group and Down syndrome, requiring constant care and an individual approach. The suspect was aware of her condition.
To keep the girl in the premises, the woman used metal chains with a lock, effectively chaining the child and depriving her of the opportunity to move freely or leave the house. She explained her actions by the necessity of work and fear of the child possibly escaping.
Night restrictions were intensified
At night, the caregiver additionally restricted the child's freedom by tying her to the bed with a strap, completely blocking the girl's movements. Such actions caused her both physical and moral suffering.
“Her right to freedom and personal inviolability, guaranteed by Ukrainian legislation and international norms for child protection, was violated,” - stated the prosecutor's office.
Investigation Continued
Currently, a pre-trial investigation is ongoing, and the decision regarding the preventive measure for the suspect is being resolved. The possibility of her suspension from duty is also being considered, as she works with children.
Law enforcement agencies are assessing the actions of officials and authorized bodies concerning their duties to protect the rights and interests of children.
It is worth reminding that earlier it was reported about a couple who claimed that their child was abducted, but actually became suspects in her murder.
This situation underscores the importance of protecting the rights of children, especially those who require special attention due to health conditions. We hope that the investigation helps establish all circumstances of the case and ensures proper accountability for the guilty. Such cases cannot remain overlooked, as they undermine trust in the system of child care and upbringing in Ukraine.
