According to TSN.ua: Kyiv has dismissed the idea of replacing its large-scale Thermal Power Plants No. 5 and No. 6 with small-scale cogeneration units, citing technical impracticality. The capital's electricity consumption exceeds 1.5 gigawatts, a demand that would require the installation of over a thousand such small units. This presents immense technical and logistical hurdles. The city's energy infrastructure remains a critical target, making reliable power generation a matter of urgent national security.

The city's massive energy needs, surpassing 1.5 gigawatts, underscore the vital role played by TPP-5 and TPP-6 in the capital's energy balance. Replacing them with dispersed cogeneration units would be a monumental undertaking. Furthermore, the fastest recorded connection of a single cogeneration unit took about a month, a timeline that complicates any rapid response to a potential crisis.

Experts note that so-called mini-CHP plants could serve as a backup power source. Svyatoslav Pavliuk highlighted their potential in this auxiliary role. However, the situation regarding Kyiv's core energy requirements is critical. Oleksandr Kharchenko stated:

“This is a situation of a man-made catastrophe, and under such circumstances, the city could announce an evacuation if the thermal power plants are destroyed.”
