According to TSN.ua: A large-scale Russian Federation attack on Kyiv on January 20 has caused critical failures in essential services in the Desnianskyi and Pecherskyi districts. As a result of the strike, nearly 100% of residential buildings in Desnianskyi district are without heating and electricity, while Pecherskyi district is experiencing an almost total loss of cold water supply. Across the entire city, a total of 5,635 apartment buildings have been left without heating. These attacks on civilian infrastructure are a recurring feature of the ongoing war.

Additionally, approximately 40% of consumers in the Holosiivskyi, Darnytskyi, and Solomianskyi districts are also without heat. As of the evening of January 19, 16 buildings in the city remained without heating, despite the fact that up to 80% of the 5,635 buildings had their heat restored following a previous mass attack on January 9. One person in the Dniprovskyi district was reported as a casualty, having been injured during an attack on non-residential buildings.

Status of Utility Services

The utility situation across Kyiv's districts remains complex. To help improve conditions, the capital is operating over 1,300 'invincibility points' and approximately 100 heating shelters. According to Kateryna Pop, such measures are necessary to prevent the mass freezing of pipes and subsequent system failures. The scale of the problem is significant and demands urgent attention from relevant services, as winter temperatures pose a severe threat to residents' health and safety.

This incident underscores the persistent challenges Kyiv faces due to military actions and their impact on civilian infrastructure. The lack of heating and water supply in a significant part of the city creates serious health and safety risks for residents, especially during the cold season.
