The officers had promised not to deliver the men to the local Territorial Recruitment Center (TRC). Investigators found that the detained officers demanded up to $2,000 USD for their 'services,' with the amount varying based on the conscript's financial situation. This statute carries a potential penalty of up to 10 years' imprisonment. A pre-trial investigation into the matter is currently underway.
