New social standards from 2026: How wages, payments, and taxes have changed.
According to ТСН: As of January 1, 2026, new rules for social payments, labor relations, and social support will apply in Ukraine. These changes will affect most citizens, as new wages, support payments for families, and fuel prices will be introduced.
What changes have taken place in Ukraine this year
Update of social standards and wage payments
The foundation for most state payments is based on new minimum wage values.
The minimum wage has been raised to 8,647 Hryvnias, which leads to an automatic increase in the hourly wage to 52 Hryvnias.
The subsistence minimum has also been adjusted:
The general minimum amount is 3,209 Hryvnias.
For able-bodied persons — 3,328 Hryvnias.
For persons who have lost their ability to work — 2,595 Hryvnias.
For children under 6 years — 2,817 Hryvnias.
For children aged 6 to 18 years — 3,512 Hryvnias.
These increases serve as the basis for calculating maintenance payments, social benefits, and minimum pensions.
Wage increase for educators
Public sector employees, especially educators, have received significant support. Teacher salaries have risen by 30%, and a further increase of 20% is planned for September. Targeted payments have also been introduced: a base allowance of 2,000 Hryvnias and a special payment of 4,000 Hryvnias for teachers working in frontline communities.
Wage increase for social sector employees
According to the Ministry of Social Policy, a coefficient of 2.5 has been introduced for salary calculations, leading to an increase of approximately 150% in salaries for over 80,000 social sector professionals.
Social manager: Salary increased from 8,243 Hryvnias to 20,607 Hryvnias (before taxes).
Social work specialist: Salary rose from 6,773 Hryvnias to 16,932 Hryvnias.
Nurse: Salary increased from 4,058 Hryvnias to 10,145 Hryvnias.
New conditions for reserving employees
Stricter criteria for the reservation of conscripts have been introduced to promote the payment of official salaries. The minimum income threshold for reserved specialists is 21,617 Hryvnias. If this payment level is not reached, the right to reservation is automatically canceled.
Support for families and children
Several important programs have been launched:
Birth payment. One-time assistance has been increased to 50,000 Hryvnias for each child.
Care until 1 year. The monthly support is now 7,000 Hryvnias (for children with disabilities — 10,500 Hryvnias).
eKita program. The state reimburses 8,000 Hryvnias per month for the care of preschool children or for groups for children aged 1 to 3 years.
Support for students. A one-time payment of 5,000 Hryvnias (“student package”) has been introduced for first-graders.
Support for pregnant women. Women who are officially unemployed receive 7,000 Hryvnias support before giving birth.
National program “Health Screening 40+”
In the medical field, the focus has shifted to prevention. Citizens over 40 will receive invitations for a comprehensive check-up via the “Diia” app. The program provides for an allocation of 2,000 Hryvnias to a special card for paying for lab tests and examinations.
Changes in the fuel market
Starting January 1, 2026, the third phase of increasing mineral oil taxes will begin in Ukraine. This is part of a plan adopted in 2024 aimed at gradually raising taxes on gasoline, diesel, and gas to the lowest level in the EU.
The tax is an indirect tax already included in the price of every liter at the gas station. State duties per thousand liters are now:
Gasoline — the rate increased from 271.7 to 300.8 Euros
Diesel fuel — the rate increased from 215.7 to 253.8 Euros
Autogas tankers (LPG) — the rate increased from 173 to 198 Euros
Support for those freed from captivity
The state provides comprehensive support for civilians who have returned from Russian captivity. To receive payments, the fact of deprivation of liberty must be officially confirmed.
Released citizens are entitled to several forms of cash payments:
One-time assistance of 50,000 Hryvnias upon return.
Social payment of 100,000 Hryvnias for freedom.
Annual assistance of 100,000 Hryvnias for each year of captivity.
Free communication in EU countries
For Ukrainians in the EU, free roaming remains available, allowing communication without additional charges.
Thus, the introduced changes in Ukraine aim to strengthen social support, increase citizens' incomes, and improve living conditions. This will undoubtedly affect the socioeconomic situation in the country and can also be an important factor in enhancing the well-being of the population in the current times.
