According to TSN.ua: Social services in Irpin, Kyiv region, removed four children from the Dulich family due to unsafe living conditions. The children range in age from 9 to 17 years old. The removal occurred at the end of last year when the temperature inside the home was measured at a mere 4 degrees Celsius (39°F) at the time of the intervention.

The parents, the mother of whom works in a market and the father for a local housing maintenance office, have a significant history of administrative violations. Kateryna Dulich has 17 registered administrative protocols against her, while Oleksandr Dulich has 8. This case highlights the ongoing challenges faced by child protection services in Ukraine, particularly during the winter months. The family had been under supervision for over a year, with repeated reports from neighbors and police regarding neglectful treatment of the children.
