In Rivne, heating and resilience points have been closed: does this decision violate regulations

According to ТСН: The heating point on Vydynska Street and the "resilience" point near the Rivne City Council were closed on January 10.

Journalists checked both locations and confirmed that they are not in operation. There was a notice near the heating tent on Vydynska Street announcing the closure due to bad weather conditions.

Comment from the head of the emergency situations department

Andriy Bernatskyi, the head of the emergency situations department of the Rivne City Council, explained that the "resilience" point near the city council was not supposed to be operational according to current regulations.

"This 'resilience' point is not supposed to operate according to the last decision of the TEB commission and the mayor's order. It operates in case of a blackout lasting more than 24 hours or in case of an emergency situation. There are stationary points that work during business hours, and there are points that operate around the clock, such as the state emergency service points. Additional points are deployed if necessary," Bernatskyi noted.

He also added that the list of operational 'resilience' points can be found on the city council website.

"We have clearly defined the mode and situations when they open. Right now, snow has fallen, but the power has not gone out, it's warm, so what sense does it make to open them?" the official said.

Comment from the volunteer of Remar

Victoria, a volunteer with the charitable organization Remar, commented on the situation with the heating tent, noting that it was closed on January 9 and 10 due to bad weather.

"We are not a government institution, we are a Spanish charitable organization. The city does not help us, but we cooperate. We had no way to get there, so we warned people on Thursday. We have other heating points. We are not alone in this area," the volunteer explained.

Victoria also emphasized the danger to visitors due to uncleared roads after the snowfall.

"When it started snowing, the roads were not cleared — grandmothers and grandfathers walking for lunch were falling. Our volunteers had to take them to the bus. We tried to clear the paths near the tent," Victoria said.

She noted that starting Monday, they plan to restore the tent heating point to its regular mode.

Meanwhile, additional heating points are also being established in Kyiv, with photos of orange tents appearing on Radunska and Myroslavska streets.

Earlier, it was reported that the government has mobilized maximum resources to overcome the consequences of the enemy's cynical attack on the energy sector.

The situation with heating and support points remains tense as winter continues to bring challenges. Local authorities are working to ensure necessary assistance, but there are certain challenges faced by volunteer organizations. The relevance of such points once again emphasizes the importance of public safety during the winter period.
