Ukraine's 'Horizon' Project: Streamlining Job Search and Benefits Through the 'Diia' App

Launch of the 'Horizon' Project

According to TSN.ua: Ukraine is launching a pilot initiative called 'Horizon,' designed to integrate the services of Employment Centers with the government's 'Diia' portal. This will enable citizens to search for jobs and register as unemployed online, simplifying access to essential support. The project will be implemented over a two-year period, during which new integrated services will be rolled out. This move is part of a broader digital transformation effort to modernize public services in the country.

Mandatory Services from Employment Centers

The government has already approved a list of 12 mandatory services to be provided by Employment Centers. This list includes:

  • Registering for unemployment
  • Obtaining or renewing unemployed status
  • Applying for unemployment benefits
  • Receiving certificates of registration
  • Processing documents for business
  • Applying for other types of state aid

According to the Ministry of Digital Transformation, searching for a job will become as straightforward as using a service on 'Diia' or at Administrative Service Centers (ASCs). The project launch involves several phases: initial system integration, followed by the activation of services within 'Diia,' and finally, their implementation in ASCs. This innovation aims to significantly streamline processes related to job hunting and receiving social support in Ukraine, reducing bureaucratic hurdles for citizens.

The introduction of the 'Horizon' project marks a significant step in the digitalization of government services in Ukraine. Integrating Employment Center functions into the 'Diia' platform could greatly ease citizen access to necessary aid, cutting down on queues and paperwork. This approach aligns with modern trends in public service management, which prioritize user convenience and accessibility.
