Simplified Construction Rules

According to TSN.ua: Ukraine has streamlined the process for building private homes by eliminating construction passports for small projects, while simultaneously tightening oversight on developers. This change comes via Cabinet of Ministers Resolution No. 305, adopted on March 4, 2026.

The key reform removes the requirement for construction passports on properties up to 200 square meters and no more than two stories. The goal is to make it easier for individuals to get permits for small residential buildings. However, this has also introduced new obligations for developers.

New Requirements and Oversight

Where simplification does not apply: It is now forbidden to artificially split large projects into separate private homes. Developers cannot exploit the new rules to bypass regulations meant for large-scale developments. These measures aim to prevent abuse in the construction sector and ensure quality control over completed structures.

New rules for townhouses and cottage communities are also part of the update. Developers must comply with updated standards governing the construction process and documentation for such projects, which should help guarantee proper infrastructure and safety levels.
