Housing Subsidy for Internally Displaced Persons (IDPs)

According to TSN.ua: Internally Displaced Persons (IDPs) in Ukraine are eligible to apply for a housing subsidy based on either their registered or actual place of residence. To qualify, applicants must provide official IDP documentation. A key feature of this program is that the financial and property status of individuals who are registered at an address but do not actually live there is not considered during the subsidy assessment.

The subsidy is granted when there is a difference between the cost of housing and utility services within established social norms and the household's mandatory payment. The final subsidy amount is calculated individually for each household that applies.

Eligibility Requirements

Applications for the subsidy can be submitted at either the registered or the actual place of residence. The benefit is awarded specifically when a household's mandatory payment for utilities exceeds the cost defined by social norms.   • Starting January 1, 2026, utility bill discounts will be provided only to families whose average monthly income per person does not exceed 4,660 Ukrainian hryvnias (UAH).
