Zelenskyy Warns Winter Preparations at Risk as EU Loan of €90 Billion Faces Blockade.

According to TSN.ua: President Volodymyr Zelenskyy has raised alarms over a funding shortfall caused by the failure to approve a €90 billion loan from the European Union, which was expected to include €45 billion in disbursements this year. He assured that pensions and salaries will remain unaffected, but warned that preparations for the winter season could be compromised. Ukraine requires $5.1 billion to gear up for the colder months, and this issue remains unresolved.
According to Zelenskyy, all Ukrainian regions adopted resilience plans back in March, with active implementation anticipated to begin on April 1. The Cabinet of Ministers has been tasked with maximizing efforts to secure financing for these plans. However, the president emphasized that the most significant threats are tied specifically to winter readiness.

Zelenskyy also highlighted that Ukraine currently has enough funds to cover defense expenditures only until June 2026. At present, Hungarian and Slovak governments are blocking the previously agreed €90 billion loan, which could worsen the country’s financial situation.

He confirmed that 'today, salaries for people are available, army funding is in place, and pensions are all being paid.' Nonetheless, the president stressed that resolving the EU loan issue must be taken up by European leaders. 'I believe parliamentarians will work on some laws,' he said, underscoring the need for continued progress in this area.
As a result, the funding situation remains tense, and Ukraine must find a solution to ensure stability as winter approaches.

The difficulties in securing the €90 billion loan highlight the critical role of international aid for Ukraine amid war and economic instability. Preparing for winter is of utmost importance, as dropping temperatures could worsen living conditions for civilians and affect the country’s defense capabilities.
