According to TSN.ua: In response to repeated strikes by Ukrainian defense forces on critical infrastructure, Russia has enacted a law permitting private military companies (PMCs) to obtain weapons from the National Guard (Rosgvardia). This move aims to bolster defenses against drone attacks, particularly targeting oil terminals and refineries. Notable incidents include an attack on the Transneft terminal in the port of Primorsk and the Bashneft-Ufaneftekhim refinery.
On March 23, 2023, President Vladimir Putin signed legislation enabling PMCs to acquire firearms and ammunition. This decision marks a significant step in enhancing security, as PMCs already safeguard over 80 percent of Russia's fuel and energy infrastructure.
