According to TSN.ua: Russia has intensified its campaign of 'energy terror,' which, according to DTEK CEO Maxim Timchenko, threatens to trigger a humanitarian catastrophe in Ukraine. He stated that Russian airstrikes on energy infrastructure have destroyed 60–70% of the company's power generation capacity. This devastation comes as Ukraine endures freezing temperatures of minus 15 to minus 20 degrees Celsius, severely compounding the crisis for civilians. These attacks are part of a broader strategy to weaponize winter conditions against the Ukrainian population.
Maxim Timchenko emphasized that Ukrainians now have electricity for only 3-4 hours at a time, followed by blackouts lasting 10-15 hours. This severe rationing creates profound challenges for daily life and elevates the risk of a full-scale humanitarian emergency. The DTEK CEO stressed that overcoming this crisis requires an 'energy ceasefire' to allow for critical repairs.

According to World Bank estimates, rebuilding Ukraine's energy sector could cost between 65 and 70 billion dollars. Timchenko further highlighted that the task is not merely to reconstruct the old infrastructure but to build an entirely new energy system for the country. These measures are critically important for ensuring a stable and secure power supply for a nation grappling with the immense challenges of war. The scale of destruction necessitates a fundamental redesign of the national grid.
