Ukraine's Demographic Outlook for 2025

According to TSN.ua: Ukraine is facing a severe demographic crisis, with deaths outnumbering births by a ratio of three to one in 2025. Official statistics show 168,778 births against 485,296 deaths last year. This stark 1:3 ratio highlights the profound challenges confronting the nation, exacerbated by the ongoing war and its aftermath. This trend represents a significant long-term threat to the country's social and economic stability.

Compared to 2021, the birth rate has plummeted by a factor of 1.6. The decline was 25% in 2022 and 4.5% in 2025. Despite the nationwide downturn, the Lviv region saw a 1.5% increase in births, and Volyn a 0.6% rise. Kyiv remains the leader in absolute numbers, with 19,410 newborns accounting for 11.5% of the national total.

Regional Variations in Birth and Death Rates

Significant regional disparities in birth rates are evident:

  • The steepest declines were recorded in Kherson (-16%) and Zaporizhzhia (-11%) regions.
  • Chernivtsi region also experienced a 9% drop in births alongside an increase in mortality.

Nationally, the mortality rate decreased by 2% in 2025. However, the highest numbers of deaths were recorded in Dnipropetrovsk (52,559), Kyiv (36,296), and Kharkiv (34,670) regions. Conversely, mortality rose in six regions, including Kyiv City, where it increased by 2%. These figures underscore the complex and uneven demographic pressures across Ukraine.

This demographic crisis in Ukraine is driven by the protracted consequences of war, which have led to severe economic and social hardships.

The declining birth rate and elevated mortality signal an urgent need for stable political and economic conditions to improve quality of life. Government measures to support families and ensure access to healthcare are seen as critical for reversing these negative trends in the future.
