Proposed Legal Reform in Ukraine

According to TSN.ua: Ukraine's Ministry of Economy is drafting legislation that would grant shop, cafe, and restaurant owners the authority to decide whether to allow pets on their premises without the risk of fines. Deputy Minister of Economy, Environment, and Agriculture, Taras Vysotskyi, stated the goal is to establish clear, nationwide rules for animals in retail and food service establishments. This move aligns with a growing European trend of making public spaces more accessible to pet owners.

Current Legal Framework

Currently, Ukraine lacks a unified national law banning animals from public spaces. However, in the capital city of Kyiv, regulations adopted by the Kyiv City Council in 2007 prohibit animals in several locations:

  • retail stores
  • food service establishments
  • medical facilities
  • sports venues

Service dogs for the visually impaired are the sole exception permitted in these areas.

The proposed changes could significantly impact customer service in the hospitality and retail sectors by empowering business owners to set their own pet policies. This autonomy could make establishments more attractive to owners who wish to foster a pet-friendly environment for their clientele.
