Budanov took over the Office of the President: how Moscow and Washington reacted.
According to ТСН: The appointment of Kyrylo Budanov as the head of the Office of the President of Ukraine has significantly changed the political situation in the country. This decision is part of a large-scale government overhaul announced by Volodymyr Zelensky, and it has sparked active reactions outside of Ukraine.
Reaction from the Russian leadership
Budanov has become an important irritant for the Russian leadership. As an expert notes, Moscow received this personnel decision extremely negatively, as the new head of the Office has long been a 'personal enemy' of the Russian elite.
“For them, this is really unpleasant, because Kyrylo Budanov is one of their main enemies. Russia does not like Budanov, it fears him. The Russians are shaken,” emphasized Chizhov.
The political scientist also reminded that the Kremlin has repeatedly tried to eliminate Budanov, staging rocket attacks on his office and even organizing the poisoning of his wife. Therefore, the emergence of such a person at the head of the presidential office raises concerns for the enemy.

In contrast, in the USA, the reaction is completely different. According to an analyst, in the political and security circles of America, Budanov is seen as a reliable partner.
“Basically, Americans are pleased that the office is headed by someone familiar to them,” noted the analyst.
It is known that Budanov had close ties with the US intelligence services even before entering politics. Therefore, for the White House, this appointment may signal an enhancement of cooperation.
Challenges of adaptation and diplomatic potential
It is interesting to see how a military and intelligence officer adapts to his new role as a civilian manager. The expert emphasizes that it remains uncertain what management model Budanov will choose.
“There are a lot of questions, because we do not fully understand his managerial potential,” summarized Chizhov.
At the diplomatic front, a strong figure at the helm of the Office may become an important trump card. Although Budanov has not previously participated directly in diplomatic events, his authority may strengthen Ukraine's position. The main factor will be the new head's ability to gather an effective team and organize fast decision-making processes in wartime.
In particular, political scientist Oleg Saakyan believes that Budanov will effectively lead the negotiation group on behalf of Ukraine.
Thus, Kyrylo Budanov's appointment may become a significant step not only in the political reboot but also in strengthening Ukraine's international ties.
